Dear Ambassador Derois,
I am writing to you due to the September 9, 2011 statement by the Foreign Minister of Uruguay, H.E. Dr. Luis Almagro, about the Armenia-occupied Nagorno-Karabakh region of Azerbaijan, which he made at a seminar dedicated to the bilateral relations between Uruguay and Armenia. The quote from Dr. Almagro's speech that causes particular concern by the Azerbaijani-American community, as well as Azerbaijanis worldwide, is the following:
"Creemos, y hemos analizado el tema exhaustivamente Nagorno Karabagh, estamos buscando los consensos, y vamos a seguir buscando los concesos nacionales para tomar una decisión de estado al respecto. Nosotros personalmente entendemos que Nagorno karabagh es y está íntimamente ligado a Armenia. A su población Armenia, y que o su independencia o su ligazón a Armenia en el futuro es el mejor camino para Nagorno Karabagh." This particular quote has been greatly politicized by the Armenian media and contains significant distortions in its translation into English, Russian and other languages. I am very much mindful of the fact that the Armenian media has mistranslated Dr. Almagro's quote. However, even in its original form, as is seen from the transcript and verified by the sound recording, it is not consistent with the UN principles and its numerous Security Council and General Assembly resolutions, the good relations between Uruguay and Azerbaijan, as well as ignores many known facts from a not so distant history of the occupation and aggression by Armenia against Azerbaijan.
By May 1994, when ceasefire agreement was signed, Armenian forces occupied some 16% of internationally recognized Azerbaijani territories (including Nagorno-Karabakh), leaving 25,000 Azerbaijanis dead. Almost 800,000 displaced Azerbaijanis were forced to live in tent towns, prevented to return to their homes for 17 years now. The UN Security Council adopted four resolutions 822, 853, 874 and 884 calling for immediate withdrawal of Armenian forces, allowing the return of Azerbaijani refugees and IDPs. On March 14, 2008, the UN General Assembly reiterated its position on territorial integrity of Azerbaijan: resolution A/62/L.42 called for immediate and unconditional withdrawal of Armenian forces "from all the occupied territories of the Republic of Azerbaijan." Armenia is yet to comply. Any statements from a UN member nation, such as Uruguay, that potentially lends even a hint of support to Armenia's illegal occupation of the Nagorno-Karabakh region infringes on the territorial integrity and sovereignty of another UN member, Azerbaijan.
Additionally, the Armenia-occupied "Nagorno-Karabakh" region of Azerbaijan is not recognized as "independent" or as "part of Armenia" by any country in the world, and moreover, all countries, including Uruguay, as well as the UN SC, recognize it as de jure part of Azerbaijan. Imagine, if tomorrow the Foreign Minister of Azerbaijan visits Brasil, and declares that Rincón de Artigas, Vila Albornoz and Ilha Brasileira should belong to Brasil, saying something to the effect: "We discussed the issue extensively, we are seeking consensus and we will continue to seek national consensus to make a state decision. We personally understand that Rincón de Artigas, Vila Albornoz and Ilha Brasileira is closely tied to Brasil. As there is Brazilian population, its independence or its connection to Brazil in the future is the best way for Rincón de Artigas, Vila Albornoz and Ilha Brasileira." We would be against such a statement and official policy, and would share the concern of the Uruguay officials and friends, expressing our opinion to the Azerbaijan Embassy in Washington DC. Likewise, we hope that our concern for His Excellency's statement at the seminar on Armenia would also be shared and relayed to him, with the Government of Uruguay clarifying the matter and taking an official stance that would be based on the four UN Security Council resolutions regarding the Nagorno-Karabakh region of Azerbaijan.
Representing the largest nationwide grassroots advocacy organization representing the Azerbaijani-Americans, I am mindful of the fact that sometimes incomplete information and mistranslations contribute to greater misunderstandings, and would like to request a meeting with you and your staff to brief about the legal, historical and political aspects of the Armenia occupation of the Nagorno-Karabakh region of Azerbaijan.
Likewise, I would be happy to host you and your staff at our office in Washington DC, as well as help organize greater educational, scientific and scholarly exchanges between Uruguay and Azerbaijan academics, scholars, students, scientists, and all researchers. It is my sincere belief that the people of Azerbaijan and Uruguay, and more generally, the Azerbaijani people and the people of Uruguay, share a lot in common, and should be building more bridges and linkages, create greater affinity and strive for closer cooperation.
Taking this opportunity, I would also like to invite you and the staff of your embassy to be our VIP guests at the future Azerbaijani cultural events held in Washington DC, held by the U.S. Azeris Network (USAN), as well as the Karabakh Foundation, another U.S. nonprofit charity that has been doing exceptional work in promoting the history, arts and culture of Azerbaijan in America.
